MODESTO, CA – April 28, 2026. Access Plus Capital (APC) and Oak Valley Community Bank today announced a $1 million Equity Equivalent (EQ2) investment to expand access to capital for small businesses across the North Valley, marking a major milestone in regional economic development. The announcement coincides with APC’s Modesto office grand opening and ribbon cutting ceremony on Wednesday, April 29 at 3:00 p.m. at 1935 G Street, Modesto, celebrating the organization’s growing presence in the North Valley.
This flexible, long-term capital strengthens APC’s ability to deploy loans and reach more underserved entrepreneurs, particularly those who have historically faced barriers to traditional financing. The investment also reinforces APC’s growing presence in the North Valley and its role as a trusted lending partner.
“We’re proud to partner with Oak Valley Community Bank to help build stronger, more inclusive local economies across Stanislaus County and the broader region. This $1 million equity-like investment represents more than capital. This will support business growth, new startups, job creation, and expansion of the regional economy,” said Tate Hill, President & CEO of Access Plus Capital.
“At Oak Valley Community Bank, we believe strong communities are built through strong small businesses. We’re proud to partner with Access Plus Capital to expand access to capital and resources for entrepreneurs across the Valley. This investment reflects our commitment to strengthening local economies and ensuring underserved businesses have the tools they need to grow and succeed,” stated Rick McCarty, President & Chief Operating Officer of Oak Valley Community Bank.
Since 2008, Access Plus Capital has deployed more than $70 million to over 2,000 small businesses, supporting the creation and retention of more than 4,000 jobs across the Central Valley. This investment builds on that track record, enabling APC to expand its reach, increase lending capacity, and deepen its impact in rural communities throughout Stanislaus County and beyond.
Access Plus Capital is a nonprofit Community Development Financial Institution (CDFI) that provides small businesses with access to capital, coaching, and technical assistance. Serving communities from Sacramento to Bakersfield, APC works to remove barriers to economic opportunities and support inclusive economic growth.
